:T he present paper aims to introduce an alternative theory,pr actice and its assessmenton environmental conservation solvings which could not be solved through conventional public hea1th approach alone. For the subject matters in the present study,w e have identified as tudy project in our recent topics which should be coping with the needs of the present paper ;i. e. am assive occurrence of mosquito-like insect ( Chironomidae ) in the Suwa Lake region where has been heavily poJluted by a rapid industrialization or community development for the last four decades. This problem is now becoming public health concerns in the above region. The basic idea and methodology as weJl is based on so-caJled General Network ( GN ) theory and its approach which has been developed through our ten-year efforts for common problem solving on the basis of PHC concept,W HO,1978.Based on the above research methodology, we have proposed a basic concept “N atural History of Chironomid and carried out the planning,e xecution,a nd interim assessement for the past one yearterm experiences on the subject. In the present papar,t he theory development,process,a nd intertim outcome on the practical application of the idea for common problem solvings will be presented as a case study Through the methodologicaJ appJication of the above problem solvings,w e are now getting to conceive that pressent public health approach would be one of pragmatic strategies for our common health problems which are not well solved through conventional approach alone.
