Minamihara district, Minamiminowa village, where shows a special feature of dairy farming, was chosen in the present study. Some settlements being particular to dairy farming exist in the district where may get the benefits from the Ina-Seibu Agricultural Development such as introduction to the field irrigation system. And these settlements were opened by the Emergence Reclamation in 1946. Minamihara district is one of the typical example in these settlements. It seems that Ina-Seibu district may be affected remarkably by the agriculture of these settlement, because dary farming is managed by large scale and by many labors and capitals. And, the farmers in these settlements opposed to introduce the irrigation system.
