But Japan belongs to the zone of temperete and humid climates. Therefore, in some irrigation areas utility equipments had reduced and changed to the paddy field. Almost no attention is paid to actual condition and process being changed in these areas. In order to introduce the field irrigation, the authors investigated actual condition of Ina-Seibu Agricultural Development Project. (we called I. S. A. D. P.) The Project opened in 1973. The area on investigation situated on the terrace of River Tenryu, Kami-Ina District, Nagano Pref. (700～900m in alt. and 3278ha in area) In a series of this paper, the authors would attempt to make clear the follow-ing problems ; (1) progress and background of the Project : (2) agricultural structure of the settlement in Project area, where irrigation system does not be built up to the present time : (3) change of agricultural structure of the settlement when the irrigation system was introduced: In the Report I, the authors examined on the change of agricultural structure and they attempted to classify the structure through the examination of crop-combination system of the settlement. Total 104 rural settlements were chosen in Kami-Ina District, further wide ranged area, as the examination area involved the I. S. A. D. P. From the results of examination on crop-combination, the settlement may be classified into following 5 categories, 1) settlement to produce \"Rice\", 2) settlement to introduce and to compose two new crops or livestock, 3) settlement to compose three crops or livestock, 4) settlement being particular to introduce \"livestock\", 5) settlement to compose a lot of dry field crops and livestock. Agricultural structure of settlement involved the I. S. A. D.
