It's progress is divided into the following 4 periods, (1) period of the Jobu-Tenryu Project (1954\uff5e1961), (2) period to grope for some projects (1961\uff5e1967), (3) period of survey of the I. S. A. D. P. (1967\uff5e1970), (4) period of the I. S. A. D. P. to aim introducing the field irrigation (1970\uff5e1972).
