In the present paper, the authors examined the progress and background of the Ina-Seibu Agricultural Development Project. (we called I. S. A. D. P.) It's progress is divided into the following 4 periods, (1) period of the Jobu-Tenryu Project (1954～1961), (2) period to grope for some projects (1961～1967), (3) period of survey of the I. S. A. D. P. (1967～1970), (4) period of the I. S. A. D. P. to aim introducing the field irrigation (1970～1972).
