But few quantitative studies have been attempted. The purpose of this study is as follows; 1) To analyze a characteristics of recent flood damages quantitatively, 2) To extract problems on the current counter measures for disaster prevention, 3) To propound techniques for advancement of disaster prevention potential. First of all, recent change of flood damages was investigated based on the disastrous statistics by JMA. Damages to persons or buildings by inundation were on the decrease. Large inundation is caused by broken embankments in large river. From this viewpoint one may say that decrease of inundation is caused flood prevention, for example river improvemet and multiple-purpose dam. But the decrease of roads destroyed places and landslide places were not so significant. There sediment disasters are not caused by broken embankments. Therefore it is important for advancement of flood disaster prevention potential to prevent sediment disasters. In time of heavy rain full, most important information is presipitation data. Therefore the change of the network system of precipitation observatories in the South area of Nagano Prefecture was investigated and its current problems were extracted. The enrichment of precipitation observatories is regarded as one of the counter measures for disaster prevention against flood damages. The number of observatory has not shown a significant change but the data transmission has made a great improvement in its velocity by the spread of telemeter system. The current problems of this network system was pointed out as follows; 1) Disconnectedness between the network systems by various organizations, 2) Unconformity of data reliability for the local heavy rainfall by various organizations, 3) Litlle understanding of presipitation information. Additionally the individual collection and utilization of the rainfall information was propounded as another important solution. The simple rain gauge as a personal tool for disaster prevention was developed. Compared with normal tipped-bucket rain gauge, the accuracy of observation of this tool was within 10% in the case of over 10mm rainfall and this simple rain gauge seemed to be practical enough. But there seems to be limits in the individual observation and collection of rainfall information. An utilization of computer network was discussed as a useful method to share a lot of the individual information like this quick. Temporary BBS (Bulletin Board System) of Typhoon 9313 is a good example. This BBS had never been advertised enough, nevertheless many messages were submitted in a few days from wide area. Computer network is available in collecting disastrous information.
