It is a serious problem for agriculture in mountainous village. Waste land is caused by many factors, such as agricultural labor force and cultivated condition, and these factors do not act singly but multiplicate with each other. Recently, the land consolidation which is a countermeasure to waste of land has been expanded to paddy field in steep sloping area in mountainous village and various methods for re-arrangement of lots has been attemped. However, there are many problems remaining unsolved. Therefore, the devised various methods are not generally used yet. In this study, the author attemped to make clear the waste of cultivated land and its mechanism and to investigate the ideal way of the land consolidation, as a countermeasure to waste of land, in steep sloping area. The interpretations of each chapter are as follows. In chapter 1, the waste of cultivated land from the point of 3 units, i.e.,prefecture, town and village and a group of paddy field have been treated. On the waste of a group of paddy field, factors produced waste land are divided into 2, i.e.,the basic and the proximate causes. The basic factor is inferiority of the cultivated condition, such as narrow road and small field, which do not fit to use agricultural machinery. And the proximate cause is also divided into 2 factors, i.e.,the external and internal factors. Cultivated condtions as the basic factor are mainly influenced by the distance from the farmer's house to the field, by the road conditions and by the form of field plot. Therefore, it is difficult for individual farmer to improve the present cultivated condtions. In chapter 2, how the mountainous village puts into practice on the land consolidation, and how the mountainous village takes into consideration on reduction of farmer's expense has been treated. Many projects of land consolidation are obliged to be organized by individual village, and they performed practically on the land consolidation as the unit of small group of paddy field. The projects subsidized partly by the national budgets have been obliged to subsidize by addtional budgets from the village itself. The land consolidation may develop under individual project and mountainous village's subsidy. For land consolidation on steep sloping area, the technique may be subjected mainly by the condition of geographical features, and the project is promoted by various motives built up by the agricultural conditions. In chapter 3, the motive would mainly act on prevention of waste of cultivated land expanded on steep sloping area. In chapter 4, the author have attempted to classify the land consolidation methods which are presently carried out, taken into account the form of lots and the conditions of geographical features in the areas and then to clarify the status of unusable land and the volume of earthwork if each method could be applied to that areas, in which the contour line was striking curved. Form of lot was classified into 2 types, i.e.,the Rectangular Ridged Form and the Contour Form. The latter could not be introduced because technical properties did not be made clear. From the results of the investigation, it is concluded that the Contour Form should be adopted to arrange the lots in the steep sloping areas for reduction of the size of the unusable land and the volume of earthwork. The purpose in chapter 5 is to clarify the form of curved part in the Contour Form lot. The work efficiency of farming should be improved in the steep sloping area. The author attempted to focus on this problem from the farmer's point of view concerning the difficulty of farming in an curvature by shirokaki (surface soil paddling) and rice plantation. The farmer's view about curved driving may be changed with the kind of machine used. It is necessary to consider the working radius of riding-type tractor (24ps type) and riding-type planter, and to clarify the degree of angle in the curved part. Efficient working can be achieved with a radius of 10m or more and at an angle of 150° or more in the curved part. However, the kind of riding-type rice planter will become one of restrictive factors on the working in the curved part. Finally, in chapter 6, the form of lot and the land organization would be come upon the change of the agricultural structure and the agricultural environment in future.
