But at the beginning of Showa, the situation surrounding Kamikochi was changing. The conflict between the exploiting water-power resources and the nature conservation was emerging. In 1924, the plan to build a dam in the heart of Kamikochi announced. Those who claimed the conservation of nature began counter-movements, and strived to make Kamikochi a reservation district. Ultimately the dam plan was rejected, and an alternate plan to use Taishoike Pond as a pool for the hydro was realized. This made an unanticipated effect. Operation to construct generating stations also constructed the driveway to Kamikochi, and many visitors could enter there.
