 note = {Resources do not always exist in a form being easily utilizatable. Whether it may be recognized and be utilized or no not depends on people's sense of value and his enterprizing spirit towards it. The pro blems on utilization of the resources in rural district are as follows. Firstly， it should be recognized that the people should find out the resources by themselves in their own district. The mere proposal of the lists of resources and the assessment of anount of resources may rather be limitted the utilization of resources in the district. Secondly， energy utilization in the future should be accurately estimated based on saving of energy consumption. Thirdly， scientific investigation and technical development concerning the utilization of resources should relate to a practical use of resources. And it may be needed to promote a joint resarch project between scientific investigation and practical use of the resources. Fourthly，t he people in the district have to well understand the technique，a nd have to commonly the equipment supplied.
