They generally understood the idea of "ecnomic policy" by the term of "state intervention on the economic life", and at first but a very narrow field was allowed by them to such intervention of the state. This shows how they, as economic liberalists, were particular in defending the economic liberty of the citizens. But to cope with various problems in social economy arising along with the grouth of capitalism, especially that of the improvement of the social condition of wage-earners, a positive intervention on the side of the state became necessary. Mohl and Hermann did not overlook this. This change in the German economists' attitude taken toward the idea of "economic policy" suggests three precious conclusions, which are shown itematically in the following. 1) The ultimate responsibility for "economic policy" is to be held by the State. 2) The principal purpose of "economic policy" consists in the enlargement of the material welfare of the citizens offering them a sure ground of existence. 3) The means to be taken for the fulfilment of this purpose may some times take a form of authoritative state control, though in ordinary cases the state will behave as a benevolent encourager to every enterprise raised within its territory., Article, 信州大学文理学部紀要 7: 91-104(1957)}, pages = {91--104}, title = {経済政策の理念:ゾーデン,ラウ,ヘルマンを中心として}, volume = {7}, year = {1957} }
