Discussing these problems in Japan and other capitalist countries, the socalled "abolition of Fu-ken system" and the "enforcement of Do-shu system" or "regionalism" have been generally prominent, taking no account of the selfgovernment and histories of the inhabitants. On the other hand, in many socialist countries, Romania, Democratic Republic of Viet Nam and the D. P. R. K. etc., the object of the rearrangement of the administrative districts is to establish the self-government of the inhabitants, local democracy, the combination with urban and rural areas and the so-called regional base. For example, in the D. P. R. K., "Myon" was abolished in order to meet the' social changes and to strengthen the local government. At the same time, we cannot ignore that they tried to enrich the local administration by including industries in the "pale of Gun". Thus, they intended to consolidate the basis of the socialist construction and to establish the socialist local government.
