It is against this background that this paper has focused on policy process including the main actors, the arena used, policy instruments and perspectives consideration of the various arguments in the policy process. The Bullying Policies Since the 1990's have been administrative guidance and advisement via "notification" with expectation for subjectivity in the field of education. On the other hand, today, MEXT re-examined the central-local relationship and inter-ministry relationships under the influence of suicide events and surveys about bullying. Also, political actors solved a problem with "law" enforcement by a bill sponsored by a cross-party group of lawmakers. Act on the promotion of policies to prevent bullying obliged that school has to respond "organizationally".
