The conclusion of study are as follows. (1) The relationship between terms of assessment such as "criterion", "standard" and "rubric" were clarified. The concept of assessment was explained clearly by clarifying the relationship between these terms. (2) The method of making rubric is developed for the elementary school. This method is fundamentally based on the learning empowerment assessment.
