"韓国は，1948年の建国後，数年も経たないうちに勃発した朝鮮戦争のために，社会と生活の大規模な破壊に直面した。このために，韓国の社会・生活行政は，その出発点において，行政機構も十分に整わない中で，戦争がもたらした破壊に対応していかざるをえなかった。しかし，こうした朝鮮戦争直後の社会・生活行政の実態について伝える資料は，現在までのところ，ごくわずかなものしか確認されておらず，また，それらの資料の発掘・検証の作業もほとんど行われてこなかった。この研究は，1950年６月の朝鮮戦争勃発から，53年７月の休戦協定成立後の数年間の時期における社会・生活行政の実態的な資料の確認とその検証を試みるものである。",
