Countermoves to protect the area arose, and the plan abandoned. The purpose of the article is to clarify the context of the case; who petitioned water rights of hydro in upper Azusa River, how examination of petitions were made, to whom water rights were given, and why. In 1919 two incompatible Nagano Prefecture; one was designed to use the water of the river directly and the other was designed to bring the water of Kamikochi valley to Shimashima by a long tunnel. The governor judged to give water rights to former plan from the viewpoints of rationality of the use of water, and the feasibility of plans. Several years later, latter plan was transformed to new plan with a huge dam in Kamikochi, and new petition for water rights was made to the governor. But the constructions of generating stations had begun, and people had been conscious of conserving the nature of Kamikochi.
