This paper describes how the Nagano Prefectural Govemment regulated midwives in the Meiji era. First or all, this government gave permission to lay midwives who had been practicing midwifery to continue their practice with no conditions in 1878. As of 1884, a midwife in Nagano was required to take the examination and obtain a license under the Midwifery Act. This was the first regulation of midwives by Nagano Prefecture.
