{"created":"2021-03-01T06:11:09.782773+00:00","id":7314,"links":{},"metadata":{"_buckets":{"deposit":"67819da8-e6b8-4b51-8fb2-87dd7ce57837"},"_deposit":{"id":"7314","owners":[],"pid":{"revision_id":0,"type":"depid","value":"7314"},"status":"published"},"_oai":{"id":"oai:soar-ir.repo.nii.ac.jp:00007314","sets":["461:851:852:860"]},"author_link":["17960"],"item_1628147817048":{"attribute_name":"出版タイプ","attribute_value_mlt":[{"subitem_version_resource":"http://purl.org/coar/version/c_970fb48d4fbd8a85","subitem_version_type":"VoR"}]},"item_6_biblio_info_6":{"attribute_name":"書誌情報","attribute_value_mlt":[{"bibliographicIssueDates":{"bibliographicIssueDate":"2012-03","bibliographicIssueDateType":"Issued"},"bibliographicIssueNumber":"2","bibliographicPageEnd":"120","bibliographicPageStart":"113","bibliographicVolumeNumber":"6","bibliographic_titles":[{"bibliographic_title":"信州公衆衛生雑誌"}]}]},"item_6_description_20":{"attribute_name":"抄録","attribute_value_mlt":[{"subitem_description":"増え続ける児童虐待への対策として、発生予防と早期発見・早期対応だけでなく、保護・自立支援、特に社会的養護に関する取り組みが喫緊の課題である。厚生労働省は、これまで日本の社会的養護の特徴であった大規模施設養護から、家庭的養護の推進という方向性を明確に示した。すでに施設養護から家庭養護へ転換した、または転換しつつある他国の取り組みや当事者である子どもの視点から、現在進められつつある状況を再考し、子どもに最善の利益をもたらすものとしていく必要がある。国連は特に乳幼児について実証的研究結果をふまえた上で家庭養護を第一とすることを明示しており、そのような取り組みが各国で展開されつつある。しかし、一方で現実としては、国によっては施設養護から家庭養護への前提となる地域ケア体制の充実等に時間を要したり、また、戦争や災害等で緊急に大勢の社会的養護が必要となった場合に施設養護が必要とされることもありうる。「子どもの今」を考えると、施設養護の中での最善の利益の実現も重要な課題であり、その可能性を検証する実証的研究もみられる。一方、施設養護か家庭養護かの議論に焦点化することで、子どもが実家庭で安全に生活を続けられるための予防的支援の重要性を忘れてはならない。予防的支援のためには地域での総合的子育て支援水準の向上が不可欠であり、これはすべての子どもと家庭にとっても利益をもたらすものであろう。また、今後の家庭的養護の推進を真に子どもの最善の利益につなげるためには、生活の場の移行に際して一人一人の子どもが体験するであろう事態を子どもの視点で十分考慮し、今を生きる子どものニーズも最大限に満たしながら慎重に取り組む必要がある。施設養護、家庭養護にかかわる者が将来の社会的養護のビジョンを共有しながら、子どもの最善の利益を保証するという考えのもと、今ある課題の解決にむけて共に歩みを進める時期が来ていると考える。","subitem_description_type":"Abstract"}]},"item_6_description_30":{"attribute_name":"資源タイプ（コンテンツの種類）","attribute_value_mlt":[{"subitem_description":"Article","subitem_description_type":"Other"}]},"item_6_description_5":{"attribute_name":"引用","attribute_value_mlt":[{"subitem_description":"信州公衆衛生雑誌
