"タンザニア中南部を流れるキロンベロ川水系には，面積約11,600km²の広大な内陸氾濫原が形成されている。水に恵まれたこの地域では古くから稲作がおこなわれてきたが，市場経済化が進展するのにともなって作付面積が急激に拡大し，現在では国内生産量の約１割をまかなう重要な稲作地帯となっている。また，1980年代から半農半牧民が移住してくることによって牧畜も盛んになり，同地域はタンザニアの食料生産を支える重要な地域となっている。一方，キロンベロ谷には多くの大型野生動物が生息しているだけでなく，多くの鳥類や希少魚類の生息地であるため，タンザニア政府は2000年以降積極的に自然保護政策を打ち出すようになってきた。政府が自然保護政策を施行する一方でキロンベロ谷に居住する住民は，生業の拡大を続けており，自然保護と生業の拡大は次第に対立する構図を示すようになっている。その一方で，キロンベロ谷では地域の住民以外が自然保護政策に同調しながら土地の利用権を取得し，住民の土地への立ち入りを制限するという土地の囲い込みも目立つようになってきた。地域の住民は，環境保護政策で土地の利用を制限されつつある上に，地域外の土地利用者が増加することによってさらに土地資源へのアクセスが難しくなる状況に追い込まれつつある。こうした原因は，自然保護政策がトップダウン形式で実施されてきたことも関係しているが，地域住民が積極的に自然保護に関わってこなかったことも関係している。彼らは環境保護政策にどちらかというと非協力的であったため，政府の自然保護政策と住民の生業拡大の思惑が対立している間に，環境保護を意識しながら土地を囲い込もうとする外部者の土地へのアクセスを許してしまったのである。今後は，住民が生業の拡大とともに，環境保全を意識した農業と牧畜の展開を考えなければ，より一層環境保護政策と対立するだけでなく，外部者の土地の囲い込みがさらに増加する恐れもある。本研究は，住民が主体となり行政と十分に協力しながらボトムアップ型の環境保全を実施することで，住民の生業の拡大と環境保護を両立する必要があることを示している。",
