③最新の日本語教員養成に関しては、日本語教育を行う根拠が示されていない。 ④最新の日本語教育能力検定試験に関しては、外延規定も理念も述べられていない。 ⑤日本語教育施設における日本語教員資格には、日本語教員養成課程の単位修得が 必要条件とはなっていない。 ①から⑤までは、日本語教員養成政策に関する整理である。これをみると、日本語教員とは何かについて明確に定義されているとはいえないばかりか、近年になるほど 日本語教育や日本語教員とは何かという根幹的な問いが棚上げにされていく状況が分かる。また、日本語教育施設における日本語教員資格には、日本語教員養成課程の単位修得は必須ではない。そのことも、問いを軽視させる傾向に加担している可能性がある。",
