"1990年代における主要な森林政策を上げるとしたら,森林の流域管理システムが先ず頭に浮かぶであろう。政策の枠組みができてから約10年を経過した現在,本システムが具体的流域においてどのように機能しているのかに関して,長野県千曲川下流域において考察を加えて見てみたのが本論文である。長野県千曲川下流域の森林には,戦後に造林された要間伐期の杉林分が大量に存在している。木材生産機能をはじめとする森林の多面的諸機能が発揮される枠組み作りが急務となっている。そこで,地域内の森林の手入れすなわち間伐を実施し,間伐材を製材加工し,乾燥材とし,プレカット加工を行い,最終消費としての住宅建築として利用するまでの枠組みの構築が行われた。各種の補助事業等を導入してハード面の諸施設が整ったが,製品の販売先等の新たな問題も発生している。また流域管理システムを機能させてゆくのに不可欠なソフト面の統括を行なう流域林業活性化センターの事務局長等の処遇の問題等の問題点も存在している。また本流域の場合には森林の持つ多面的諸機能のうち木材生産機能に特化された形での取組みであったような気がする。流域林業活性化協議会等にもっと多彩なメンバーを参加させる中で,もう一段バージョンアップした流域管理システムのソフト面の枠組み構築が必要となっているものと思われる。",
