Through the examination on the present subject，t he four major components of environmental conservation were clarified as the core of basic understand.ing; ideal figure on environmental conservation，s urveillance framework for environmental con.servation，b asic system for chironomid contol project in the study area，a nd the natural history of chironomids with particular to environmental conservation It was identified through the discussion that the above basic structure of environmental conservation was basical1y contributing to the further development of evaluative system on the effectiveness and efficiency of chironomid contol project which should be designated to preven.tive epidemiology approach. Finally，it was suggested that the above two major approaches on the present subject should be Two.in.
